Add the ability to define the vocational status (completer, concentrator, participant) of a student per school and per program

For instance here are some examples:

Vocational School Status:

• 1st Year

• 2nd Year

• 3rd Year

• Graduate (Program completer)

• Graduate (Did not complete a program)

• Withdrawn

Vocational Program Status:

• 1st Year

• 2nd Year

• 3rd Year

• Completer (Basic)

• Completer (Advanced)

These statuses could then be used to build dynamic student groups.
