Add the ability to define specific course sequences for POS/CTE pathways

This is needed for most states to determine completer/concentrator status. On the course planner we need to have the ability to define a CTE Pathway and set a sequence of allowed courses. Most states with Programs of Study have state course definitions and the course sequence options that would be used for every school in the state. This needs to allow for 4-yr sequence with some options having an AND/OR rule defined (example below). The courses with the orang boarder must be taken together to count.

We also need to be able to define what constitutes a concentrator and completer. For instance:

The "Concentrator" Definition

• Tennessee: 2 sequential courses in a program of study.

• Texas: 2 or more courses for 2 or more credits.

• Postsecondary: Some states use "12 credits," others use "completion of 9 credits of technical coursework."
