Add the ability for students and teachers to be linked to multiple schools

We have students who are linked to their main school but they are also enrolled at another school for a certain program. Currently, teachers at the second school who teach that program are not able to see their students because the student is only linked to one school. Visibility and access to the correct students is very important and we have many instances like this.
