Add the ability for a signer to have someone sign a form in their place (delegation)

Feature Suggestions

If a form was accidentally sent to the wrong person, it would be nice if the person signing could delegate the correct signer.

    Also add disclaimers to all emails for a signer to review a submission saying that forwarding that email will not “count:” as a legal signature unless the form is delegated to a new signer.
