Add state-specific codes and point values to industry certifications

Currently we have the PA-approved industry certifications with the state code assigned to each. Other states have similar lists, such as Ohio.

Additionally, Ohio assigns a point value to each certification to identify the difficulty level of achieving each certification. To obtain a graduation requirement, students must achieve 12 points.

    This needs to be done for Ohio by the end of November.

    New York has a list as well and students can earn WBL hours towards their total requirement by training for and taking the industry certification tests. However, they do not appear to have unique codes. To track hours earned, the point/credit column could possibly be used for this.
