Add Dashboard charts to track stagnant student project-based WBL experiences

This should work similar to the stagnant teacher grading and stagnant student progress charts but instead of it measuring task scoring, it would track the last time that WBL project hours were recorded for students.

This is helpful for states like NJ that require every student to record project-based hours on a regular basis.
