Add an option to the PowerSchool SIS integration settings to choose which method to get guardian contacts

Currently, we are defaulting to the old method (guardians table) but most clients are now switching to the new method (persons/contacts table). Adding a setting instead of overriding it in code now that this happens more frequently would be helpful.
