Add an option to the form template to disallow students from skipping a signer

In some instances you want this to be an option… for instance a field trip permission form where the student has to choose multiple teachers as signers but some may not apply based on the periods of class that they may miss.

However, for other forms that require an approver for instance, you would not want the student to be able to skip signers.
