Add an option to resubmit a form and prefill it with the previous form's data

This would be helpful if just a few fields need to be updated (such as hourly rate and work schedule for a WBL training plan)

    This feature was already added. Completed and Cancelled forms have a Resubmit with Previous Form Data option.
