Add an option to make WBL Eligibility forms hidden from students

This could be a setting added to the form template to remove the view option from the Forms - Submitted by Me and Signer Of views if the user is not a signer of that form. This would also prevent the Current PDF option from being shown and from automatically showing the completed or current PDF to students on the WBL Eligibility page.
