Add an option to make specific form submissions specific to a template protected (only visible to admins)

For instance, CORI forms or forms that include a student’s SSN should only be visible to School Admins.

    Checkbox for “Protected” is added to form templates. Only signers and administration will be able to see contents of the form. We had to give access to signers because it’s a law that all signers have to have access to the final copy.

    Add a checkbox to the template setting.
