Add an option to individualize On Site Visit frequency for each experience

For instance, in some states like Michigan, the on-site visit requirements are different for special education or non-CTE students.

While you could create 3 separate WBL Types to accomplish this, that would split up those experiences for no real reason.

    Change WBL Type setting to default frequency then populate that every time you create an experience. This was we can just read from the experience and there aren’t weird if statements in the queries.
