Add an option to include parent/guardian contacts on all communications to students

This should happen if using the communications module or from WBL event invitations. This is a state law / requirement now in multiple states:

• Kentucky: Senate Bill 181 (SB 181) mandates that school districts use traceable communication systems as the exclusive means for employees and volunteers to communicate electronically with students, with provisions for parental access and oversight. This type of law, focusing on monitored and official communication channels, is becoming a growing trend in state legislation aimed at student safety.

• Oklahoma: House Bill 3958 (effective July 1, 2024) is highly similar to KY SB 181. It requires school personnel engaging in electronic or digital communication with an individual student to include the student's parent or guardian in any electronic or digital communication, unless such communication is on a school-approved platform that is related to school and academics. This effectively mandates either direct parental inclusion or the use of a monitored, official channel.

• Missouri: Senate Bill 45 (enacted years ago) made it illegal for teachers to have private contact with students on any online site, including social networks. It requires that "work-related website[s]" used by teachers must be "available to school administrators and the child's legal custodian, physical custodian, or legal guardian."

• Texas: Texas has long had regulations regarding electronic communication between educators and students, often emphasizing the use of school-approved methods and prohibiting private, unmonitored communication. "All Electronic Communications between Employees and Students must be school-related and should, where possible, be done through the Employee's official school medium," and "The employee shall include at least one of the student's parents or guardians as a recipient on each message to the student so that the student and parent receive the same message".

• Florida: Some schools that we work with have enacted a school board policy to include parents/guardians on all messages sent to students.
