Add an option to have a group of people as potential signers for a form

There are some potential issues though if multiple people are simultaneously sent an email to request that they complete a form.

• How do we prefill data like first/last name if we do not know who will be completing the form?

• What happens if multiple people attempt to complete the form at the same time?
