Add an option to force students to choose at least one skill for a work log event

Since they can schedule a work log event in advance, this requirement would only prevent them from including the event on a Work Log form submission (similar to how a description is required currently).

    We cannot assume a skill was addressed every day. If it was a slow or short day and their work wasn’t related to any skills in the list, you’re forcing them to lie.
