There are now more options at the top of both meeting minutes and administrative response window. You will be able to upload or start a new submission even if one is already started/completed. By uploading/submitting a new submission, the previous submission will no longer be viewable and if the old submission was not completed, the form will automatically be canceled in favor of the new one.
