Add an option to allow teachers to be assigned classes based on course enrollments

There is a setting on the SIS integration record to allow this to happen. The school I tested with did not send us teacher enrollments back properly but the ones that were in there correctly, it seemed to be working. If it's broke, add a new issue for that.
