Add an option for teachers/admins to upload documents like a syllabus that are CTE Program specific to share with students
Add a file upload dropzone added to Program Settings for teachers to manage the documents and show them to the students on their home page (To Do List) when they log in.

As a workaround for the time being, if the school has Jobready CTE, they could have the teacher upload a PDF of the syllabus and create a form template, then create a required form template that requires all students in their program to sign that they received it. In this scenario, this would actually be the preferred way to go.
