Add an option for employer self registrations to include an approval form that would be completed after they fill out their information

For schools that would like to approve a potential business partner before they begin working with them, allow them to configure a form template to be used for approval. If this option is enabled, show a message that states something like, “School Name must approve all potential business partners. You will be required to complete an approval form.” After the employer fills out the existing registration form and clicks on submit, add the employer and set a new registration status to Pending and then submit a new form. If the form has the employer as the first signer, load the form immediately, otherwise let them know to expect it.
