Make a utility twig file that can be used with multiple end points for each module this will be used. Helper-ize the current all submission datatable generator from WBL so you can specify different modules so it’s very easy to reuse moving forward.

This is especially needed for Student Applications. For instance, there is currently no way to cancel a form that is in progress and upload.
