Add addtional status flag for non-required counselor information
If an application does not have any counselor information required, the status flag is set to Needs Attention, and when clicking on this flag it does not load anything. When information is not required, maybe we could display a green flag stating "Not required" that is not clickable.

Make sure clone or insert are actually adding the counselor information. I find it hard to believe people remember to fill everything out except for that field.
