Add ability to student mark themselves absent on a scheduled work log

Provide the ability for tours to be zeroed out if the student marks themselves absent for a work log that has been scheduled. This provides us with the data for academic accounting purposes.

    Hours are not counted from a work log until they are approved. They can delete the work log if they did not work that day.
