Add ability to merge student records

If something changes SIS side with a school and the students get new SISstudent IDs, then currently it deletes the student record associated with the old SISstudent ID. In cases where this goes unnoticed, we need to be able to merge these duplicate student records.

    This all happens in the background when issues are detected.

    Automatically merge users of the same type that match email addresses. Automatically update to the new sis id at that point so migrations from one sis to another are seamless.
