Add a way to monitor the progress of 'Notify Applicants' emails being sent out

Currently they go out in an order that isn’t known to the end user and they have no way to monitor the progress of these emails. This would be a beneficial insight so users know emails are being sent out and don’t think that nothing is happening or has happened
