Add a way to manage the status of eligibility forms

There is now another tab at the bottom of the WBL page for student eligibility. Before that was added, there was no way to see all students that are pending eligibility or see a list of all eligible students. By adding this, you can now manipulate the form status for students that are still pending eligibility from that table.
