Add a way to ensure students are not exceeding maximum work hours (child labor laws)

This may vary per state but for instance, in PA, students can only work up to X hours per day and Y hours per week. This also varies based on the student’s age. It would be nice to be able to at least run a report to find violations but even better if there was a more proactive solution.
