Add a way for Teachers to view all form templates attached to an Advisory Board Activity before starting the meeting

Currently, teachers can only view the form templates attached to an advisory board activity agenda when the meeting is in progress. We should add an option to the action menu to view form templates attached to the agenda.

    Are we just trying to be able to preview these before the meeting starts? If so, we can add an option to preview form templates in the agenda builder view.
