Add a universal solution to replace invalid UTF8 characters with valid replacements

We have fixed this in select places as the issue has come up, but it would be nice to do so universally for any data input throughout the application. It was recently reported that a long dash (em dash) caused an issue when attempting to save a description for a WBL Type.
