Add a setting to WBL Types to allow students to create their own experiences

For instance, for general work experiences, summer jobs, entrepreneurship, etc. where the student’s have already obtained employment, it would be helpful if the student could create the experience. This would also give them the ability to add an employer/contact. Someone with a WBL Coordinator role could then approve the experience.
