Add a setting to remove the 8-hr per day restriction for WBL project hours

This would allow teachers to enter hours that were for a longer duration project as one entry instead of having to break it down by day. Since students cannot currently self-report project hours, some teachers are having the students record their hours for each day and it is a lot of work for the teacher to enter in daily hours.
