Add a Save button to the Counselor Information screen of Applications so sending school counselors can save progress before submitting

It would be nice if the sending school counselor could enter some information, click a save button to retain it, then enter the rest later before finally clicking on submit to send it off to the school being applied to.

    This can happen. When you click save in counselor information, it will prompt the user to save and send or just save for later.

    For now, a warning message will be added to prevent counselors from losing information by not submitting the form in its entirety.
