Add a new Security level for Asset Management to restrict use

For instance, you may want to limit users from adding Product Types or Locations... or even disable the Products tab.  It would also be nice to limit access based on the top level locations where items are located.  Also, once a location (room within a top-level location) is assigned to a class, teachers of that class would only be able to alter items from that specific location.
