Add a mechanism to issue awards/honors based on SIS data

It would be ideal if this data could be automatically obtained using an Ed-Fi or LTI integration, but even importing a CSV could make this a possibility. Once the data (grades, attendance, GPA, etc.) could be imported, rules could be defined for who should be recipients of the award/honor. This would ensure all eligible students were recognized.
