Add a mechanism to allow employers to identify/rank tasks/skills that they feel are important for students to be trained on

This could work similarly to the Employer Skillset Evaluations but would give coordinators/teachers data about which tasks are most relevant in the workplace. This could also be tied to standardized skills available via ONET by CIP/SOC code.

    Add the hot/cold to tasks and skill set templates. Gauge of some sort.

    To pull this off correctly, we need to stored the ID of what the skill set was "copied from" so this data can be useful once employers rank them. Add the ranking to employer evaluation.
