Add a filter for validated applicants to applications

For this to be useful, we must add another filter option that allows multiple status filters to be considered, not any of the filters (And/Or). For instance, right now, if you choose counselor-rejected and counselor-approved filters, it will show you all records that are one or the other, we need to filter by both.
