Add a field to Programs to identify its PSN (Program Serial Number)

This is used in states like Michigan for state reporting. The state assigns PSNs once a new program application is approved. PSNs are unique codes representing a specific CIP code located in a specific building.

This should also be added as a form filed prefill option.

    Add a multiselect field to the program and allow each code to be assigned to a single school or leave blank for all schools.

    The only potential issue that I see with this is that one program could have multiple PSN’s if a client has multiple buildings. The workaround for this would be to create a separate program for each building.
