Add a better solution for field trip tracking to WBL

It would be nice to have a mechanism to schedule a field trip "event" and then collect parent permission forms, generate a roster report that contains the students that are approved to participate, and mark whether each student attended.  It may also be nice to track the hours that the students participated.

    This is accomplished via General Forms. I recognize this is actually a form of WBL. I think we need to talk about this one internally to see if there is a way to incorporate these together
