Allow admins to post a message on login page and/or dashboards. The message could be similar to the banner notification when there are forms waiting (different color).
Add different message settings for login page or app-wide. If a message is set in the settings, it shows, if blank, there is no message. This will allow the messages to be simple to use and straight forward on how they work.
