Ability to mark recurring form as "Not Required"

I would like the ability to mark a student’s recurring form as “Not Required” just like we can for completion forms. There are reasons that come up for some students why I would need to mark a recurring form as not required during a students WBL experience. An example is when I student has been out due to sickness, I may want to skip a recurring form.
