Ability to disable work log signature requirement for individual students

Currently, the work log signature requirement is set at the Work-Based Learning (WBL) Type level, applying to all students under that type. There is a need to disable this requirement for specific individual students without affecting other students within the same WBL Type. This would provide more flexibility for cases where a mentor is unable or unwilling to sign off on work logs for a particular student.
