Ability for Admins to approve work logs

Need the ability for District Admin to approve work logs for students (in addition to the work site supervisor) w/o having to cancel forms or add the district admin person as an employer to sign. There are several instances where a student is placed and there are multiple points of contact at the worksite but not all of these people are attached to the experience.

Also, allowing district admin to approve the work log submissions would allow us to bypass an employer receiving numerous emails for multiple students placed at a site and spamming their inbox.
