2nd signer to Public forms

I would like to suggest adding a 2nd signer to public forms. I need a document that is open to all students, but do not need/want/have the time to manage them as WBL experiences. I simply want students to submit a form and have it approved by a supervisor. My community service/ Employment verification forms are the examples of what I would want complete.
