Added the ability to filter distributed forms by students' grade level

Fixed an issue where task list versions were not showing up in the drop-down when trying to record task progress.

Fixed an issue where completed forms were failing to load because they were actually "Not required" records, not real submissions

Queue up alerts to go out in emails instead of sending them all at once. Every time an alert is supposed to go out, we wait 15 minutes to see if any more will need to be sent before actually sending the alert so we can stack them into one email.
